What does Habakkuk 2:4 mean?

John Gill · Exposition of the Entire Bible, on Habakkuk 2:4

Behold, his soul which is lifted up is not upright in him,.... This and the following clause describe two sorts of persons differently affected to the Messiah, and the promise of his coming. Here it points at such as were "incredulous", as the Vulgate Latin version renders it; that disbelieved his coming, and mocked and scoffed at the promise of it; as well as those that did not believe in him when he came, though he had all the characteristics of the Messiah; and damnation was the certain consequence of their unbelief. The proud and haughty Scribes and Pharisees are here plainly described, whose minds were elated with themselves; whose hearts were like bubbles, blown up, full of wind…

Matthew Henry · Commentary on the Whole Bible, on Habakkuk 2:1–4

The just shall live by his faith, by that faith which he acts upon the word of God. This is quoted in the New Testament (Rom 1:17; Gal 3:11; Heb 10:38), for the proof of the great doctrine of justification by faith only and of the influence which the grace of faith has upon the Christian life. Those that are made just by faith shall live, shall be happy here and for ever; while they are here, they live by it; when they come to heaven faith shall be swallowed up in vision.

John Calvin · Commentaries, on Habakkuk 2:4

4. Behold, his soul which is lifted up is not upright in him: but the just shall live by his faith. 4. Ecce exaltatio, (vel, qui se munit, ut alii vertunt,) non recta est anima ejus in ipso: justus autem in fide sua vivet. This verse stands connected with the last, for the Prophet means to show that nothing is better than to rely on God's word, how much soever may various temptations assault our souls.

Context: Habakkuk 2:1–7 (WEB)

1I will stand at my watch and set myself on the ramparts, and will look out to see what he will say to me, and what I will answer concerning my complaint. 2The LORD answered me, “Write the vision, and make it plain on tablets, that he who runs may read it. 3For the vision is yet for the appointed time, and it hurries toward the end, and won’t prove false. Though it takes time, wait for it, because it will surely come. It won’t delay. 4Behold, his soul is puffed up. It is not upright in him, but the righteous will live by his faith. 5Yes, moreover, wine is treacherous: an arrogant man who doesn’t stay at home, who enlarges his desire as Sheol; he is like death and can’t be satisfied, but gathers to himself all nations and heaps to himself all peoples. 6Won’t all these take up a parable against him, and a taunting proverb against him, and say, ‘Woe to him who increases that which is not his, and who enriches himself by extortion! How long?’ 7Won’t your debtors rise up suddenly, and wake up those who make you tremble, and you will be their victim?
